A sought resource is classified under an organization scheme that is inappropriate.
Hierarchy chart. 1, 2 and 3 are hierarchically under "...". C is under 2.
C has no relation with the organization scheme formed by 1, 2 and 3.
Example

Many fashion websites organize their products according to gender. Some of them are structured in such a way that the first step to navigate to a product is to select between "women" and "men".

This is a miscategorization with discriminatory consequences: for example, a man with breasts may want to buy a sports bra and should not be forced into the "Women's" category; or a woman may find that shoes in her size are only available in the "Men's" category.
