Omission

A sought resource is entirely omitted from the organizing system.
Hierarchy chart. A and B are hierarchically under "...". C is outside.
A and B are included in the organizing system. C does not exist.
Example

On the videogame Animal Crossing: New Horizons, users can create villagers to represent themselves in a virtual island. The game offers several options for hair styles, but at first users could not create a bald villager because it was completely omitted from the available alternatives.

This seemingly innocuous oversight can be especially painful for people who have lost their hair due to medical treatments.

(Some months after the game's release, this option was eventually included with other hair styles).
